This is a grass-roots effort to show that our industry can take hold of a concept and improve on it instead of having a concept shoved down our throats and told to like it.&lt;/p&gt;&lt;p&gt;There is nothing wrong with the core concept of a federalized system.  What is wrong is that the development of this program skipped a very important element: the time between the recognition of locals that they were in over their head and the deployment and arrival of several of 28 federalized teams, some of them positioned more out of political expediency rather than geographical proximity.  The regional and state aspects were never funded and cooperation to develop these assets not only was slim, but in some cases, antagonistic.&lt;/p&gt;&lt;p&gt;SUSAR had tremendous momentum after Katrina.  While the article correctly states that the organization was born in August 2006 (the legal date of incorporation), in fact, our first meeting was in Columbia, SC in July 2005, where the 19 entities who met determined that the only advocate for our idea was going to be us.&lt;/p&gt;&lt;p&gt;Since Katrina, the hue and cry has gone down, since most people have short memories.  But while the public moved on, there are those of us in the industry who look at events like the Haiti quake, Japan, and any number of other disasters and realize that 28 teams is fine for a concentrated event, but a widespread event, along with the interval between AHJ intervention and federalization of the disaster is going to be wholly dependent on whether or not the political leaders sense its worth in the polls.&lt;/p&gt;&lt;p&gt;Fortunately, appointees like Chief David Paulison and Craig Fugate as the FEMA heads have been able to move a more enlightened response forward.  What this organization needs is continued grass-roots support.  Even if you aren't a member, it affects you and your community.  If anything, you should be talking to your elected officials about the concept, since this is a classic example of what people can do WITHOUT federal funding.
